Resumen<\/strong><\/p>\n

<\/em><\/p>\n

Am\u00e9rica Latina no ha logrado un desarrollo econ\u00f3mico relevante desde la d\u00e9cada de los noventa (1) a pesar del incremento de la explotaci\u00f3n ambiental que se ha presentado en la regi\u00f3n, pues de manera paralela al crecimiento de dichas actividades tambi\u00e9n se ha elevado la cantidad de deuda externa de la regi\u00f3n con los pa\u00edses desarrollados. Dicha deuda econ\u00f3mica ha sido el principal aliciente para el fomento de las actividades extractivas intensivas, perdurando una din\u00e1mica de explotaci\u00f3n ambiental que se ha mantenido desde los tiempos de la colonia, pero que se ha intensificado en los \u00faltimos a\u00f1os.\"\"De esta forma los pa\u00edses desarrollados han obtenido un impulso a su crecimiento econ\u00f3mico en base a la expoliaci\u00f3n  de la naturaleza de Am\u00e9rica Latina, lo que crea la deuda del norte hacia el sur: la deuda ecol\u00f3gica, la cual permite demostrar c\u00f3mo es que aumenta la explotaci\u00f3n ambiental y perdura la deuda externa y el subdesarrollo.<\/p>\n

Este trabajo contiene cuatro apartados y las conclusiones. En el primero se explica el concepto de deuda ecol\u00f3gica y de forma breve las condiciones econ\u00f3micas en la regi\u00f3n latinoamericana. En el segundo apartado se puntualiza c\u00f3mo la deuda externa es un elemento para la negociaci\u00f3n de pol\u00edticas que favorecen la explotaci\u00f3n ambiental en Am\u00e9rica Latina. En el tercer apartado se realiza una revisi\u00f3n de algunos elementos metodol\u00f3gicos que sirven para calcular el impacto de las actividades productivas intensivas orientadas a la explotaci\u00f3n ambiental. En el cuarto apartado se exponen metodolog\u00edas para evaluar la deuda ecol\u00f3gica existente, mecanismos que pueden ser utilizados para reconocer la participaci\u00f3n de los presuntos responsables. Finalmente, se presentan las conclusiones.<\/p>\n

Abstract<\/strong><\/p>\n

Latin America has not achieved significant economic growth since the early nineties despite of increased environmental exploitation that has occurred in the region, as parallel  way to the  growth in such activities has also increased the amount of the debt of the region with the developed nations. Such economic debt has been the main incentive for the development of intensive extractive activities, keeping a dynamic of exploitation of nature that has remained since the colonial times but which has intensified in recent years. In this way the developed countries have achieved a boost to their economic growth based on the exploitation of nature in Latin America, creating in this way the debt of the north with the south: the ecological debt, which can demonstrate how the external debt and underdevelopment remain despite the increasing exploitation of nature.<\/p>\n

This paper contains four sections and the conclusions. In the first section its explained the concept of ecological debt and briefly the economic conditions in Latin America. In the second its specified how external debt is a factor for negotiation of policies that favor the exploitation of nature in the region. The third section reviews some methodological factors used to calculate the impact of intensive activities exploitation of nature. The fourth one expose methodologies to evaluate existing ecological debt, precepts that can be used to recognize the participation of the alleged perpetrators. Finally, conclusions are presented.<\/p>\n
